Senator Stollings moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 4334--A Bill to repeal §30-15-1, §30-15-2, §30-15-3, §30-15-4, §30-15-5, §30-15-6, §30-15-7, §30-15-7a, §30-15-7b, §30-15-7c and §30-15-8, of the Code of West Virginia, 1931, as amended; to amend and reenact §16-5-19 of said code; to amend and reenact §30-7-1, §30-7-2, §30-7-6, §30-7-7 and §30-7-15a of said code; and to amend said code by adding thereto two new sections, designated, §30-7-15d and §30-7-15e; and to amend said code by adding thereto two new sections, designated, §30-7-21 and §30-7-22 all relating to the licensure and authority of advanced practice registered nurses; repealing separate and redundant provisions relating to nurse-midwives; allowing an advance practice registered nurse with five years of experience to sign death certificates for patients in their care; updating and adding definitions of terms; modifying the composition of the Board of Examiners of Registered Professional Nurses; requiring a license to practice as an advanced practice registered nurse; establishing license requirements for an advanced practice registered nurse; establishing prohibition against use of title of advance practice registered nurse without proper license; updating the qualifications and application requirements to practice as an advance practice registered nurse; modifying required rulemaking provisions; providing for emergency rulemaking authority; requiring transmission to the Board of Medicine and the Board of Osteopathic Medicine a list of all advance practice registered nurses with prescriptive authority; allowing for prescriptive authority; setting forth perquisites for prescriptive authority; setting out collaborative agreement requirements; setting out requirements for an independent practice with prescriptive authority; granting signatory authority to advance practice registered nurses on specified health care related documents; creating the Joint Advisory Committee; setting out matters to which the advisory council should give advice and recommendations; establishing membership of the advisory council; setting terms for advisory council membership; setting out quorum requirements; allowing for selection of a chairman; requiring quarterly meetings;  allowing for reimbursement to advisory council members for meeting attendance; and setting out advisory council duties.
